According to P-graphics (http://yukkuri.booru.org/index.p...le&uname=P-Graphics), this is based on a story "where a Marisa with the golden badge #36 becomes depressed, because its number doesn't appear in the list of Yukkuris who passed the Sui~ing License Exam. During this week, other artists started to make pictures where Marisa #36 gets its license."
