I don't know if this is FF either, it's bullying-oriented, but marisa not only doesn't seem upset, she seems downright gleeful, so I don't know if bully is the right word here.

いじめる can be "to tease" just as easily as "to bully." It's got a MUCH lighter connotation than the usual yukkuri-bullying phrase 虐待 (gyakutai).
Since no abuse seems to be happening in this picture - or, at least, I wouldn't call a harmless cheek-poke that the recipient seems to appreciate as "abuse - I'd say it's FF.
